FADF is hiring consultants to complete the Cultural Heritage Housing Economic Sustainability Strategy (CHHESS) Report for SOMA Pilipinas.    We are hiring 3 different consultants who are knowledgeable of specific areas of concern within the CHHESS and can independently and in a team deepen research and conduct stakeholder focus groups and interviews with community based and institutional experts. 

Desired general qualifications for each position are: 

  • Experience working with community development, arts, cultural and/or urban planning sector;

  • Strong analytical, research, writing, communication, and facilitation skills;

  • Ability to work independently and in collaboration with others;

  • Familiarity with San Francisco City government, policies, civic, arts, and political landscape;

  • Experience facilitating stakeholder interviews and meetings;

  • Experience working with the Filipino community and proven commitment to social, economic, cultural and arts equity;

  • Bachelor’s and Masters degree in pertinent fields of study;

  • Experience working with communities of color and populations at risk of displacement highly preferred

  • Familiarity with SOMA community and ability to speak or understand Filipino a plus.

Lead assessment of SOMA Pilipinas artist and art & culture organization needs and develop strategy to advance support and resource development .


The Arts Consultant will interface with City department staff (especially Arts Commission and Grants for the Arts, but including other City art & culture funders like the PUC and DCYF), as well as the California Arts Council to identify existing and potential programs, policies, and resources, and develop a strategy and advocacy plan to advance SOMA Pilipinas artist and art & culture organization sustainability through City resources and partnerships.  They will work with staff and  community members--especially the arts & culture cohort--to help shape and prioritize strategies.   They will develop a feasibility study for a physical performing arts space within the cultural district.  They will write arts & culture section of the CHHESS based on the plan.  


Specific qualifications desired for this position:

  • Experience working with City departments and civic arts & culture funding sources, processes, and policies, including grants and public art programs.

  • Experience working with artists and arts organizations to determine needs in the field.

  • Experience leading organizational development and capacity building initiatives for organizations ranging from $150K-$500K

  • Experience creating cultural arts plans and field initiatives highly preferred




Anti—Displacement Research Consultant (ADRC)

The ADRC will consolidate, synthesize, and conduct further research on anti-displacement and community development strategies including tenant and housing rights, site acquisition, strategies for community ownership, and other stabilization strategies for residents, businesses, service and arts organizations.  They will work with staff and community, City, and other stakeholders to prioritize anti-displacement and community development strategies for the CHHESS report an consolidate economic indicators and data resources.  

Specific qualifications desired for this position:

  • Experience and strong knowledge of San Francisco housing and land use community struggles, policy debates, existing and potential strategies, and data resources on jobs housing sustainability

  • Experience researching land use and community development strategies against displacement of residents, businesses, community institutions;

  • Bachelor’s and Masters degree in urban planning, land use, and other pertinent studies


Overall CHHESS Coordinator (OCC): 


Overall CHHESS Coordinator will lead the overall consolidation, synthesis, stakeholder engagement and writing of the CHHESS report.   They will work with staff and City staff to design the engagement process to have strong and streamline systems for getting stakeholder and expert feedback, prioritization and ensuring strong education and buy-in from community on the strategies identified. The OCC will also help synthesize findings and recommendations from the Progress Report and other findings and working documents that have been developed in the last few years of developing our cultural district.   The OCC will take the lead in drafting, editing, and designing the report.  


Specific qualifications desired for this position:

  • Excellent research, writing, policy analysis, and facilitation skills;

  • Experience and knowledge of San Francisco housing and land use community struggles, cultural landscape, and policies and potential strategies for anti-displacement, community development, arts equity, and land use;

  • Bachelor’s and Masters degree in sociology, political science, land use, urban planning, cultural studies and/or other pertinent studies.
